Project Overview and Goals
Standard educational processes will not work with mitigation and emergency management issues. These are not flashy ideas that are easily grasped and readily applied. One of the most successful education programs ever developed, fire prevention, has been used by fire departments across the country for the past several decades. The popularity of the program is undisputed and we are going to use this model as a general framework for many of our education and mitigation programs.
We must find new ways to reach the public, contacting them multiple times before the message is actually heard, understood, and applied. We must go where the people are. To that end, we are proposing the use of movie theaters as a vehicle to educate the community. The benefits are endless, bus some of the obvious reasons for using this medium are:
- the people are captive, and not likely to leave;
- the contact numbers are staggering;
- the message can be geared to a specific audience;
- updates and revisions are relatively simple;
- the message can be realistic, professional, and accurate;
- messages can be developed for a specific event and shown during appropriate times of the year.
Design Specifications
Since flooding is one of the primary disasters impacting communities across the nation, it will serve as the subject of the first film. A second film depicting a different hazard may also be produced in the event there is remaining time and money.
This project will:
- deliver a professional educational program in film format;
- provide emergency preparedness and mitigation actions for specific hazards;
- provide information targeted for various age groups;
- provide programs that are shown during peak times and hours;
- provide programs that are shown during the appropriate season so as to increase mitigation awareness.
