The City of Fort Collins has made some significant contributions to Project Impact and is committed to its long term success. We have already increased the position of Director of Emergency Management from 25% to a full-time position. In addition, the City Manager has committed a staff planner from his office to work full-time as a project coordinator. Our Fort Collins Utilities is a national leader, recently recognized with a Class 4 Community Rating by the National Flood Insurance Program (NFIP). They are committing at least 30% of the Floodplain Administrator's position to this project as well.
We have obtained funding for a period not to exceed two years to help the team in place develop and implement our Project Impact goals. The City of Fort Collins is going to use the money for new and visionary projects that will have a direct impact on the citizens of Fort Collins, the State of Colorado, and the nation. Because of our already strong planning and response profiles, we can move forward on new and innovative programs. The projects that we have proposed ar labor and time intensive, stripping the resources that we had already committed.
Design Specifications
This special grant* was requested to hire an additional staff coordinator and developer to become part of our established Project Impact Team. This 18 month commitment has given us the resources and talent to make Fort Collins a showcase Project Impact city. This new grant position comes with the title of Associate Director of the Office of Emergency Management, and Project Impact Coordinator. The person chosen for this position was Iola M. Fleischer.
Biography
Iola Fleischer grew up in Phoenix, but has lived in many places since leaving Arizona in 1972. She has gained her experience through a wide variety of jobs ranging from being the first female telephone "lineman" in Texas, to retail management with J.C. Penney Company.
Iola has worked exclusively in the Emergency Services field since 1982, first in southern California, and then ultimately in Colorado. Her many successful years of experience as an Emergency Services Dispatcher and Supervisor have given her a unique set of talents and qualifications which mesh perfectly with her new position as Associate Director of the OEM and Project Impact Coordinator. She was deeply involved with the Emergency Management team during the Fort Collins Flood of 1997 and gained valuable experience along the way. She has been volunteering her time and talents ever since and has been heavily involved in formulating the vision for the present OEM, based on our participation in Project Impact.
