Amendments to Article IX, Section 1(b) and 1(c) of the Charter of the City of Fort Collins pertaining to recall proceedings, which amendments would establish a ten (10) day time period for submitting a petition for recall to the City Clerk for approval as to its form and would require that recall elections be held not less than sixty (60) nor more than ninety (90) days from the date of presentation of a certified recall petition to the City Council.
